Position Title: Deputy Director of Buildings & Grounds

Location: District

Department: Buildings & Grounds

Reports To: Director Buildings & Grounds

Term: Year-round - Exempt

Schedule: Mon-Fri Full-time

SUMMARY: Under the direction of the Director of Buildings and Grounds, the Deputy Director of Buildings and Grounds will assist in the leadership of daily operations of the Buildings and Grounds team of West Fargo Public Schools (WFPS).  Responsibilities include overseeing daily operations of mechanical, electrical, and building maintenance teams while supporting grounds maintenance and custodial services, as appropriate.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (Other duties may be assigned)

Collaboration:

Develops positive, effective working relationships with learners and staff.

Participates in committee and working groups as needed. i.e. District Safety Committee.

Participates in procurement activities for vendor solutions and district service needs.

Collaborates with other department team members for creating and operating an equitable after-hours emergency response process.

Maintains and participates in shaping a robust and employee friendly after-hours emergency response program.

Communication:

Advocates for improvements or repairs that are cost-effective long term and essential to the successful functioning of the district’s facilities, including preventative maintenance.

Provides knowledgeable assistance in problem-solving, troubleshooting, and sourcing solutions for preventative maintenance as well as repair.

Communicates to building and district stakeholders of work plans, service interruptions, or potential service delays. 

Leads response, and communicates actions, when potential unforeseen issues arise during regular operations.

Serves as go-to resource in instances of emergency or major unplanned disturbances, addresses issues as appropriate, or engages additional expertise as needed.

Provides recommendations for building needs with reference to sources of best practice, regulatory compliance, and local building operational requirements.

Communicates, as necessary, with impacted building or department leaders regarding scope, impact, timeline of repairs projects.

Connects and shares ideas through appropriate/applicable formats to express thoughts and ideas with integrity.

Possesses working knowledge of building systems, particularly HVAC, to support buildings teams as necessary in identifying needed repairs to district infrastructure.

Responsibility:

Ensures presence in buildings to monitor progress and support team members to ensure timely and effective completion of job duties through appropriate communication and delegation.

Assists with the management of external contractors conducting work at district facilities.

Hires, trains, and supervises student workforce when available.

Utilizes existing and new building systems including but not limited to Building Environmental Controls, Access and Security, and Fire Life Safety systems.

Provides expertise for determination of maintenance requirements balancing available labor and budgetary resources.

Provides long-term planning resource for repair and maintenance care with cost leveling for less than annual repair or vendor services. i.e. Chiller Eddy Current Testing, Elevator Load testing, Tier 2 & 3 Generator Emissions testing or other predictive tests.

Performs Quality Assurance Inspections of Vendor work performed. Communicates deficiencies and quality compliance to vendors and upline reporting.

Guides, and performs as needed, preventive maintenance, repairs, and updates to building systems.

Performs after-incident reviews for continuous improvement and preventative maintenance projects throughout the district.

Shares responsibility for potential after-hours emergency responses.

Coordinates food and general deliveries to district facilities.

Works to ensure reasonable vendor access to perform work while maintaining district security needs.

The specific vision abilities required for this role include close and peripheral vision.

The employee must be able to lift at least 50 pounds unassisted.

The employee must work with the public and various WFPS staff while simultaneously managing several competing demands.

The employee will often be working outdoors and will be exposed to the applicable elements.

The employee may be exposed to construction sites, some exposure to hot water boilers, airborne contaminates, irregular and unpredictable hours depending upon weather conditions, some confined workspaces and working with electricity in locating and troubleshooting issues/problems.

The employee will frequently be exposed to items of high or cold temperatures, chemical compounds, and/or sharp edges.

The employee will be working in an environment with a noise level from quiet to loud. For example, while operating equipment or in loading zones/areas.

The employee must be able to climb ladders up to twenty feet in height.

Education and/or Experience:

Associates or Bachelor’s Degree in Construction Management, Construction Engineering, Facilities Management, or related field.

Minimum of 5 years of related work experience.

Essential knowledge and specialized subject knowledge related to:

Principles, practices, and methods of building operations.

Building and grounds maintenance procedures.

Mechanical, electrical, HVAC, electronic, pneumatic, and climate control energy systems.

Building maintenance vendors/service providers and their functions.

Conducting facility maintenance, grounds and repair work, (e.g., boiler repairs, electrical work, carpentry, HVAC and plumbing, athletic field maintenance etc.) of a structural, mechanical or physical nature

Planning and addressing facility needs and requirements with respect to safety and health requirements, laws, rules and guidelines.

Possesses valid class D driver’s license. 

Language Skills:

Ability to read, write, and comprehend simple instructions and short correspondences in the English language.

Ability to communicate effectively verbally, expressively, and reactively.

Exercise confidentiality, discretion, and good judgement.

Adhere to the assigned work schedule by maintaining regular and punctual attendance.

 

SUPERVISORY RESPONSIBILITIES:

This position is primarily a supervisory and management classification within WFPS, and would directly supervising central maintenance personnel, custodian services management staff, theatre technician, and grounds services and athletic field coordinator, or similar positions.
